Iraqi League is Iraq’s national top-flight men’s football competition, currently known officially as the **Iraq Stars League** and formerly as the Iraqi Premier League. It occupies the summit of the Iraqi football pyramid, bringing together the country’s leading professional clubs and providing a route to continental competition through the Asian Football Confederation.
A national competition at the top of Iraqi football
The league exists to provide Iraq’s strongest clubs and players with a demanding, professional national competition. It is also an important development platform for the Iraq national team, allowing emerging talent to test itself regularly against established domestic players and experienced international recruits. At club level, the competition offers a pathway towards the AFC Champions League Elite and AFC Champions League Two, linking domestic performance with the wider Asian game.
The modern club-based national league was established in 1974, replacing the earlier League of the Institutes. That change created a more representative competition for Iraq’s football clubs and established the foundation for the top-flight structure that continues today. The competition was rebranded as the Iraq Stars League in 2023 as part of its move towards full professional status and a broader programme of professionalisation.
Governance, access and the football pyramid
The Iraq Stars League is overseen by the **Iraqi Pro League Association**, while the Iraq Football Association remains responsible for the lower divisions and the Iraq FA Cup. Its position at the top of the pyramid is maintained through promotion and relegation, with the second-tier Iraqi Premier Division League providing the principal route into the elite division. Clubs must satisfy the applicable sporting and licensing requirements to participate, including squad-registration and competition-eligibility rules.
A registered squad consists of 25 players. The regulations also provide for a maximum of six foreign outfield players, with no foreign goalkeepers permitted. Yemeni and Syrian players are subject to specific exceptions, while no more than six foreign players may be on the pitch at the same time. These provisions are intended to balance the development of Iraqi players with the recruitment of overseas talent.
How the league works
The competition uses a double round-robin format. In the current structure described for the Iraq Stars League, 20 clubs meet twice during the season, once at home and once away. Each team therefore plays 38 league matches, producing 380 matches across a complete campaign.
The standard league points system applies: three points for a win, one for a draw and none for a defeat. When clubs finish level on points, the ranking is determined first by head-to-head points, followed by head-to-head goal difference, overall goal difference, total wins and then goals scored. If a tie remains decisive for the championship or relegation, a one-off play-off at a neutral venue is used.
Video assistant refereeing began in the 2023–24 season, marking a significant step towards international officiating standards. The league’s match regulations otherwise follow the normal Laws of the Game, with the league table—not a knockout bracket—deciding the principal sporting outcomes over the full season.
Promotion, relegation and continental stakes
The champion earns Iraq’s principal route into the **AFC Champions League Elite**. The runners-up and the relevant cup qualification place lead to the **AFC Champions League Two**, subject to the continental qualification arrangements applying to the season concerned. These opportunities give the league significance beyond the domestic title, as Iraqi clubs can measure themselves against leading teams from across Asia.
At the other end of the table, the bottom two clubs are directly relegated to the second tier. The team finishing 18th enters a relegation play-off, creating an additional high-pressure contest between survival in the top flight and promotion from below. The combination of direct relegation and the play-off keeps the lower positions meaningful throughout the campaign rather than limiting the league’s interest to the title race.
Season calendar and competitive identity
The season normally follows an autumn-to-spring schedule, generally beginning in September and concluding by June. Dates can move because of Iraq’s climate, international fixtures and other demands on the football calendar. This flexible scheduling helps the league accommodate national-team commitments while preserving a full home-and-away programme.
Known as the Iraqi League in historical and statistical contexts and as the Iraq Stars League in its current professional identity, the competition represents the highest sustained level of domestic football in Iraq.
