Division Intermedia is the professional second-tier men’s football league in Paraguay, officially known as the Paraguayan División Intermedia. Organised by the Asociación Paraguaya de Fútbol (APF), it forms the main national bridge between the country’s regional competitions and the top-flight Primera División, giving clubs from across Paraguay a route to the highest level of domestic football.
Role in Paraguayan football
The competition brings together clubs from different departments and from the wider Gran Asunción area in one national league. Its purpose is both sporting and structural: it creates a consistent professional environment for ambitious teams while testing them against opponents from beyond their own regional football networks. In this way, División Intermedia connects urban clubs with established regional sides and helps determine which teams are ready for Primera División football.
The history of Paraguay’s second tier reaches back to 1910. Over more than a century, the level has operated under different names and formats before the modern División Intermedia identity took shape in 2006. The current competition therefore combines a long second-tier tradition with a comparatively modern national structure. It is a men’s league and, in its current configuration, is administered under APF regulations covering competition organisation, club participation and match standards.
How clubs enter the league
Movement into División Intermedia is linked to both the top flight and the third tier. Clubs relegated from the Primera División join the second tier, while successful teams from the two principal third-tier pathways can earn promotion into it. The relevant routes are:
- Primera División B Metropolitana, serving clubs from Asunción and the surrounding Gran Asunción area;
- Primera División B Nacional, serving teams from Paraguay’s departments outside the metropolitan structure and administered through the Unión del Fútbol del Interior (UFI).
Participating clubs must retain professional status and satisfy the APF’s sporting, administrative and stadium requirements. The combination of promotion, relegation and licensing means that the league is not simply a fixed national division: its membership changes according to performance and eligibility from season to season.
League format and match schedule
The current format features 16 teams. Each club plays every other side twice, once at home and once away, creating a 30-match schedule for every team. The competition is a single continuous league rather than a split Apertura and Clausura system. Fixtures are generally arranged through a draw before the season, typically in December, with the resulting calendar determining the order of home and away meetings.
A normal campaign usually begins in late March or early April and runs through October. Matches are generally staged across successive rounds, with the final matchdays carrying simultaneous significance for promotion, the championship and the relegation fight. Unlike Paraguay’s top division, División Intermedia normally does not divide its season into two separate half-season tournaments.
Points and tie-break rules
The table uses the standard league scoring system:
- a win earns 3 points;
- a draw earns 1 point for each team;
- a defeat earns 0 points.
When teams finish level on points, classification is determined by the following sequence:
# head-to-head points;
# head-to-head goal difference;
# overall goal difference;
# total goals scored.
If a tie must decide the championship between two teams, a specific playoff match can be used. Where three or more teams remain tied for the relevant decision, the regulations provide for a drawing of lots rather than automatically extending the competition through a multi-team playoff.
Promotion, relegation and sporting stakes
The top two finishers have the clearest objective: the champion and runner-up earn automatic promotion to the Paraguayan Primera División. A successful campaign can therefore transform a regional club into a top-flight participant within a single season.
At the other end of the table, three teams are relegated according to the promedios system. Instead of relying only on the current season’s points total, this system uses a three-year performance average, making sustained competitiveness important and ensuring that poor form over several campaigns can carry consequences. Relegation also reflects geography. Clubs based within 50 kilometres of Asunción are directed towards Primera B, while teams from outside the Central Department return to Primera B Nacional.
This arrangement gives the league a distinctive dual pressure. Clubs near the summit are competing for immediate access to the Primera División, while those near the bottom are defending their status over a longer performance cycle and protecting their place within the national professional pyramid.
A national second tier with a long history
Although its modern identity dates from 2006, División Intermedia represents the continuation of Paraguay’s second-tier football tradition, which has existed in changing forms since 1910. Its national reach, professional standards and direct connection with both promotion and relegation make it one of the country’s most important development and competitive platforms. The competition’s value lies not only in producing the next Primera División entrants, but also in bringing together clubs and football communities from across Paraguay in a single, meaningful league campaign.
