1. Division is Norway’s male national second-tier football league, currently known for sponsorship purposes as the OBOS-ligaen. Governed by the Norwegian Football Federation (NFF), it forms the competitive bridge between the Eliteserien and the 2. Divisjon, giving clubs a national platform to pursue promotion, develop players and establish themselves in professional football.
Identity and purpose
The competition sits directly below the Eliteserien in Norway’s football pyramid. Its role is both sporting and developmental: clubs relegated from the top flight can rebuild at a high national level, while ambitious teams from the 2. Divisjon can progress through promotion. This creates a merit-based pathway between regional football and the country’s elite competition.
The league is played in Norway under NFF regulations and operates within the wider framework of UEFA and FIFA football standards. Clubs must satisfy licensing requirements covering areas such as financial stability, stadium infrastructure and youth development. These conditions help ensure that promotion and participation are supported by an appropriate sporting and organisational foundation.
History and development
The competition’s recorded formation dates to 1948, while its modern professional second-tier structure is associated with the reorganisation of Norway’s national divisions in 1991. It has since remained an important national stage for clubs outside the established top-flight elite. The historical name Norwegian 1. Divisjon remains widely used, while OBOS-ligaen is the modern sponsorship identity.

When teams finish level on points, ranking is determined by goal difference, followed by goals scored and then head-to-head results. The top two teams win automatic promotion to the Eliteserien. The teams finishing third to sixth enter a ladder-style promotion play-off. Sixth place first faces fifth, the winner meets fourth, and the winner of that match then faces third. The surviving club goes on to meet the 14th-placed Eliteserien team over two legs for the final promotion place.
Play-off matches use knockout rules rather than league scoring. If the aggregate or match score remains level after normal time, two 15-minute periods of extra time are played, followed by a penalty shoot-out if necessary.
Promotion, relegation and the season calendar
The league’s principal reward is access to the Eliteserien. Promotion brings a higher level of competition, increased national visibility and the possibility of entering the top-flight pathway towards European football. At the other end of the table, the bottom two teams are relegated automatically to the 2. Divisjon. The team finishing 14th enters a relegation play-off to defend its place in the second tier.
Like many Nordic competitions, 1. Division follows a summer-season calendar designed around Norway’s climate. The league normally begins in late March or early April and runs through November, avoiding the most difficult winter conditions for pitches, travel and player welfare.
