1st Division is the historical English rendering of Albania’s current Kategoria e Parë, a men’s professional league that forms the country’s second tier. It sits below the Kategoria Superiore and above the Kategoria e Dytë, providing clubs with a structured route towards the highest level of Albanian football.

Role in Albanian football

The Kategoria e Parë is organised by the Football Federation of Albania (FSHF). Its central purpose is to maintain a competitive national second tier while giving clubs the opportunity to win promotion to the Kategoria Superiore. Entry is earned through sporting performance within the Albanian football pyramid: clubs can arrive after promotion from the Kategoria e Dytë or enter the division following relegation from the top flight. Participation also depends on meeting the applicable FSHF licensing requirements, including standards for infrastructure, safety and stadium facilities.

The competition’s roots extend to 1930, when the First Division was established as Albania’s top level. The structure of the national pyramid changed substantially after the 1998 reorganisation, and the division subsequently became part of the modern pathway between the country’s premier league and its third tier. Luftëtari is recorded as the most successful club in the second tier, with nine championships.

Competition format and promotion

The league typically features 12 teams and begins with a double round-robin schedule. Each club plays every other team once at home and once away, producing 22 regular-season matches per team. The table then determines both direct promotion and access to the promotion play-offs.

The top two finishers normally earn direct promotion to the Kategoria Superiore. Clubs placed from third to sixth enter a promotion play-off competition, which provides an additional route to the top flight. The winner of that play-off then faces the team finishing eighth in the Kategoria Superiore in a decisive promotion match. This structure rewards the strongest regular-season performers while preserving a high-stakes opportunity for clubs that finish just outside the automatic promotion places.

At the other end of the table, the bottom two teams are directly relegated to the Kategoria e Dytë. The teams finishing ninth and tenth enter relegation play-offs, where they must preserve their place in the division. The arrangement gives the closing rounds significance across the table, with clubs competing simultaneously for the title, promotion positions and survival.

Rules and league classification

Matches use the standard laws of association football. A win is worth three points, a draw one point and a defeat no points. When teams finish level on points, classification is determined first by points gained in head-to-head matches, followed by head-to-head goal difference. If the teams remain inseparable, the next criteria are overall season goal difference and total goals scored, with the drawing of lots listed as the final method.

Video Assistant Referee technology was introduced in the competition from the 2021–22 season to support referees in reviewing critical decisions. Its use forms part of the wider effort to align match administration and competition standards with contemporary professional football.

Calendar and sporting importance

The season generally runs from August to May, following the calendar commonly used across European football. This schedule creates a full league campaign before the promotion and relegation play-offs decide the final movement between divisions. For clubs, the rewards are substantial: winning the league or succeeding in the play-offs can lead to promotion into Albania’s top flight, while avoiding the relegation play-offs can protect a club’s professional status.

The 1st Division therefore combines the consistency of a league season with the pressure of knockout-style decisive matches. Its role is not limited to ranking clubs; it is the principal competitive bridge between Albania’s leading division and the wider national football pyramid, with the FSHF responsible for its rules, administration and operational framework.
